Over recent years there have been a number of outbreaks of legionnaires' disease associated with wet cooling systems (cooling towers and evaporative condensers) which have resulted in serious cases of infection and fatalities in a number of cases.
"Cooling tower" means a cooling system used in industry to cool hot water (by partial evaporation) before re-using it as a coolant.
If your business has a wet cooling system we need you to register this with us. We also need you to let us know of any changes to the system, or if it's no longer in operation.
The main purpose of the register is to allow us to identify where potential sources or risk are, and allow us to monitor and inspect them more easily.
An application for registration must be made where cooling towers or evaporative condensers are installed within workspaces. These are generally used for air conditioning purposes or for cooling industrial emissions.

The application form simply requires information such as the address where the equipment is situated, the name of the person in control of the premises and a brief description of each location or the premises where the equipment is located.
The application is for the purpose of placing information in a register kept by the Council. It would, however, be prudent to check if either Planning consent or a Building Warrant are required for the installation. The information kept in the register is primarily used by inspectors from the relevant enforcing authority to investigate outbreaks (two or more confirmed, related cases) thought likely to have arisen from wet cooling towers or evaporative condensers.
As this is simply a registration process, no permission is required.
